JOB AND PERSON SPECIFICATION
We are looking for a Programme Officer to join ODI to provide administrative, operations and financial management support for a range of projects and activities, notably a large multi-year grant funded by the Bill and Melinda Gates Foundation aimed at ‘Delivering effective development against multidimensional poverty’.
Key responsibilities include:
Pre-bidding and proposal development
Support project/programme leaders and researchers in the preparation of bids and proposals (financial, narrative and other documentation)
Assist in and/or contribute to proposal development
Project, Financial and contractual monitoring
Administer a portfolio of donor contracts, notably the BMGF multi-year grant; liaising with the Foundation (and other donor organisations as relevant) on all matters relating to contracting, reporting and invoicing;
Coordinate the BMGF grant, ensuring that research and activities are delivered on time and on budget; supervise the 'management and strategic convening’ component;
Provide guidance on strategy, work planning and financial management under the grant;
Liaise with the ODI finance team to ensure the correct and effective set up; implementation and close down of projects
Liaise with project partners and subcontractors on financial and contractual matters;
Create, monitor and reconcile project budgets
Review project data and information to assist the ODI finance team in the reconciliation and consolidation of monthly, quarterly and year-end financial processes.
Assist with the accurate and timely invoicing of sub-contractors, suppliers and funders
Coordinate the production of narrative and financial donor reports according to contractual requirements, making improvements as required
Operations, Administrative and Financial Coordination
- Support the Head of Strategic Operations in the coordination and reporting of financial information across several programmes
- Organise and take minutes for monthly meetings of Heads of Programme and Programme Management staff, as convened by the Managing Director and the Head of Strategic Operations
- Assist with the recruitment, onboarding and induction of staff across the programmes
Monitor the inclusion of communication staff in project proposals and budgets
Support the development and implementation of systems, procedures and practices to optimise efficiency across projects / programmes /ODI
Assist with the coordination and administration of a range of events from stakeholder meetings and closed roundtables to programme retreats and public conferences.
About you
- Educated to degree level
High level of numeracy
Experience of project/programme management, including demonstrated experience of managing budgets and donor reporting
Web/communication experience
Advanced IT skills to include excel, PowerPoint, Word, databases, email
Good proof reading and editing skills
Excellent interpersonal skills and cultural sensitivity, the ability to deal with people from a variety of backgrounds
Ability to work to work under pressure and to strict deadlines
Foreign language skills, particularly French (desirable)
