We are looking for a Head of Programme to lead our newly launched Digital Societies programme and provide thematic leadership for ODI’s work in the programme area. S/he will be responsible for working across the institute to develop and evolve ODI’s strategic offering on Digital Societies, building relationships with collaborators and donors to extend ODI’s presence in debates around the digital revolution, and leading the development and delivery of research and advisory work.
In addition to overseeing an extensive programme of research in Decision Systems and Monitoring, Evaluation and Learning, the new Head will scope and develop a distinct programme of work around digitalisation and develop cross-cutting tools, methods and frameworks.
About the Digital Societies team
The Digital Societies team has links and overlapping agendas with many other programmes within ODI and an ongoing objective is to build and strengthen links across the Institute. Shared communications, public affairs and partnership functions for all programmes support the team.
About the role
The Head of Programme provides thematic leadership on Digital Societies and plays a key role in coordinating ODI’s strategic offerings in digital issues, decision systems and Monitoring, Evaluation and Learning.
Within this thematic area, the Head of Programme provides strategic direction, leads ODI policy influence & representation externally, undertakes and oversees research, and contributes to overall ODI leadership and strategic direction.
The Head of Programme oversees and manages the programme including being accountable for its strategic and financial performance. S/he ensures implementation of ODI’s business and operating framework and leads business development and fundraising for the thematic area.
S/he manages a team of programme and research staff, develops an effective team and upholds ODI’s values. The Head of Programme collaborates with ODI functional teams to co-manage functional support to the programme and works closely with other programme teams to foster strategic alignment, learning and multidisciplinary work.
About you
The Head of Programme will set the agenda for ODI’s work in this area seeking to influence and shape both the agenda in this area as well as the practice and delivery of support.
The programme is looking for a leader who can develop, consolidate and innovate ODI’s credentials as a leader in this field.
The Head of Programme will provide oversight for the development and delivery of the programme including research, advisory and public affairs work in the above areas and will inform policy and practice with partners at national and international level through this work. S/he will identify strategic opportunities and synergies across work programmes through dialogue with staff, key partners and stakeholders, and with senior colleagues in ODI.
Significant experience of multi-partner work in different countries, and in fundraising for research, public affairs and knowledge management programmes is required. The position may involve frequent travel, and the post holder will be expected to organise their schedule to be available for key meetings and to be accessible to staff in their programme.
Demonstrated strong programme management experience including achievement of strategic and financial results, effective team and staff management and collaboration with internal and external stakeholders.
Essential
- A degree and post-graduate qualification in a relevant discipline
- Extensive knowledge of key issues and organisations involved in the programme thematic area
- Recognition as a thought leader in a relevant topic
- Significant knowledge of programme management
