We are seeking to appoint a Senior Programme Manager to join the Equity and Social Policy programme at ODI. The Senior Programme Manager will oversee the Project Management (PM) function and provide overall coordination, operational management and business/partnership development support do the Director of Programme.

ODI’s Equity and Social Policy Programme is a multidisciplinary research and advisory Programme, leading the Institute’s work on poverty, inequality and social policy, encompassing social protection, education and health. It supports the design and implementation of effective social policies through high quality applied research and provides policy advice on key social policy issues to promote progress in poverty and inequality reduction.

JOB AND PERSON SPECIFICATION

About the role

The Senior Programme Manager works in close collaboration with the Head of Strategic Operations and with the Director of Programme to:

· provide support on project, operational and financial management issues, at programme and project level,

· Ensure effective and efficient coordination of the programme operations – across research, communication and PM staff, to ensure effective communication flow, enhance internal coherence and alignment of programme strategy and annual plans with ODI’s Global Strategy.

· Support the DoP with management of the programme portfolio, including liaison with other ODI departments (HR, Finance, Comms, IT, etc) and communication across the programme team.

· Coordinate and provide tailored support to business development efforts and support the building of new relationships and maintenance of partnerships.

· Support the DoP with strategic planning, ODI policy compliance, and resource/capacity management across the team.

· Line manage project management staff in the programme.

  • ### About you

You will have a diverse skillset which will include demonstrable experience of senior level operations management, and working with and managing relationships with a variety of client groups (bilateral and multilateral agencies, private foundations, INGOs and NGOs and/or with the private sector), skilled at understanding standard business models, and demonstrated adaptability. You will have a background and/or interest in international and global policy development, particularly in poverty, inequality and social policy.

In particular:

· Education to Masters’ degree level or equivalent level of experience

· Extensive knowledge of the project cycle management field and methodologies

· Knowledge of budgeting and costing methodologies and ability to apply them

· Good understanding of financial management as part of the project cycle

· Knowledge of key issues and actors in international development, especially in the thematic focus areas of the programme you are applying for.

· Experience in line managing staff and coordinating project teams

· Experience of managing staff to tight deadlines in a team environment

· Experience working with developing country partner organisations

· Significant experience in donor compliance and relationship management, including partnership building

· Proven ability to understand the needs of donors and partners and to make business-oriented decisions

· Proven ability to innovate and improve working practices to overcome problems and emerging issues.

· Experience managing large complex projects throughout the full project cycle

· Experience coordinating and managing the development of proposals, producing internal reports and overseeing donor/partner and knowledge management

· Experience in setting up and monitoring compliance with operational processes and procedures
