About the Position
This is an exciting new senior post initially for two years. Based in Berlin or Brussels the Director of Policy will be responsible for expanding and deepening ODI’s impact on European external policies and lead policy engagement with key member states and its neighbourhood. The role will focus on coordinating and overseeing ODI’s engagement in the Western Balkans specifically, but it will also help us increase our influence in other regions, including accession states, Neighbourhood policy countries, Africa and the Middle East and EU external relations/international partnerships more broadly.
The experienced Director will coordinate ODI Europe’s engagement and advisory with key policy makers and institutions in Europe and its neighbourhood, including priority national and local governments EU institutions, regional and international organisations, private sector actors, and other key regional players and influencers.
The Director will lead on regional horizon scanning and policy engagement, with a view to increase our visibility, influence, and impact in regional policy processes. They will provide analysis and intelligence on European external policy making to ODI colleagues and partners and promote ODI’s research and expertise among key EU actors.
The Director will also have the experience and skills to oversee and manage staff and is accountable for business development targets and the overall financial performance of ODI Europe.
Key responsibilities
Strategic direction and horizon scanning on EU external policies
ODI Europe external representation and policy influencing
Business development and financial sustainability/performance
Undertakes other duties within the scope of the post as may be requested by their manager
Knowledge, Qualifications and key experience
§ A degree and post-graduate qualification in a relevant discipline
§ Recognition as an expert of EU policy making and extensive knowledge of European external policies, international development, EU institutions and EU policy frameworks
§ Extensive knowledge of EU norms, processes and procedures
§ Fluency/proficiency in English, French and ideally one additional official EU language
§ Understanding of how to achieve impact and influence decision-making in Brussels
§ Substantial work experience in EU external affairs, international partnerships and related areas
§ Significant experience in leading external affairs and policy engagement strategies with a focus on EU institutions and policy making
§ Management experience including of programmes, strategic and operational plans, and finances
§ Extensive existing networks and relationships with key Brussels based European institutions and actors, European funding agencies and foundations, and a proven ability to fundraise, build and manage programmes of work
§ Demonstrated capacity for policy advisory and/or public affairs work, including influencing EU policy in national governments, multi-lateral and bilateral agencies, NGOs and the private sector

The position is to be filled as soon as possible. The duration of the contract is for two years.
A competitive salary – will be discussed depending on experience and qualifications.
