ODI (odi.org) is an independent, global think tank. We work to inspire people to act on injustice and inequality. Through research, convening and influencing, we generate ideas that matter for people and planet.
We are seeking to appoint up to two research officers to support our work looking at the role that public finances will need to play, both at the national and international level, to support a more equitable and sustainable global economic order.
The successful candidates will work on delivering high-quality research, analysis and policy with ODI colleagues as well as in collaboration with partner governments and research institutes based in Africa, South-East Europe and Asia.
The seniority of the roles will depend upon the candidates’ experience and competencies. Positions could be at the equivalent level of Senior Research Officer or Research Officer.
The location of the roles are flexible where candidates can demonstrate that their work location can make a strategic contribution to the overall programme of work.

Our programme of work
The successful candidate would work across a range of potential programmes of research, policy engagement and advisory work that would contribute to the following three growing streams of work:
- Taxation and public finance and how the design of tax and transfers can better support different policy objectives including economic growth, addressing inequalities and promoting environmental sustainability.
- International public finance and the role of international financial institutions in helping to address inequalities across nations and building resilience to global threats.
- The role of public finances in strengthening service delivery with a particular focus on the intersection of public finance and health financing.
The people we are looking for
We’d be particularly interested to hear from candidates who can apply their strong quantitative and analytical skills to support policy research on international and public finance. Candidates will need to have a keen interest in exploring different sources of data and the ability to present the results of data analysis to a wider audience in a compelling and credible manner. Ideally candidates would have knowledge of different techniques for quantitative analysis and research and be comfortable using statistical packages such as STATA or R.
Some knowledge of the policy issues relevant to the above programmes of work would be an advantage, but not essential. Experience working with governments on policy research institutes would also be an asset, but not essential.
